NIAGARA FALLS -- The American Legion Convention Parade stepped off to sunny skies at 6:30 p.m. Friday in front of Seneca Niagara Casino, but dark storm clouds soon loomed in the sky, sending powerful gusts of wind up against struggling marching units as they made their way down a winding Rainbow Boulevard. Before half the units traversed the route, the parade was stopped, with marchers scattering for shelter.
